Non-Key Experts

The bulk of training and consultancy activities will be delivered by short-term experts hired on an ad hoc basis throughout the project lifecycle. Targeted missions by international non-key experts will be followed by sustained training and support initiatives led by local non-key experts (ie citizens of Bulgaria or other PHARE countries).

According to the Terms of Reference, non-key experts will be contracted in the following areas:

• Participatory assessments for media self-regulation, curriculum modernisation and HR management. (Please note: all participatory assessments have been completed).
• Design and delivery of journalism training (Please note: most of these non-key experts have been identified).
• Design of HR policies
• Delivery of HR training
• Consultation on Code of Practice (Please note: the Code of Practice/Code of Ethics has been finalised).
• Training to Complaints Commission members
• Training to Council of Electronic Media members
• Design of modernisation strategy and action plan for Sofia University
• Establishment of information network between three journalism faculties in Bulgaria
